New Obligations for Business Operators Issuing Electronic Money

The National Bank of Cambodia has issued a notice clarifying the regulatory framework applicable to businesses issuing electronic money through e-wallet accounts, mobile applications, membership cards, and similar arrangements.

The notice is particularly relevant to businesses such as cafés, restaurants, transportation companies, entertainment venues, petrol stations, and other operators that accept prepaid balances from customers. It sets out the applicable exemption conditions, balance limits, notification requirements, and customer protection measures for businesses issuing Single-Purpose E-money.

Business operators currently operating such arrangements should assess whether they fall within the scope of the notice and take the necessary compliance steps, including the applicable notification to the National Bank of Cambodia by 21 September 2026.
